Membership in the Delta Phi Epsilon Foreign Affairs Council and use of this website and other services are subject to terms and conditions, including privacy protections as required by the Online Privacy Protection Act (Cal. Business & Prof. Code §§ 22575-22579) and other applicable laws. These terms can be found in the three documents below:
- A Membership Agreement setting out the privileges and conditions of annual and student membership;
- Website Terms of Service establishing the acceptable use policy for this website, its members' forum, and any other services added at a later date; and
These documents may be updated in the future. Registered members will receive advance notice of any changes within a reasonable period.
By registering as a Student or a Regular Member ("Member") in the Delta Phi Epsilon Foreign Affairs Council (the "Council”), you are entitled to certain privileges and subject to certain obligations to the Council. This Agreement governs how you may exercise your privileges and explains your obligations. By completing your registration and maintaining your membership in the Council, you agree to be bound by this Agreement. If you do not agree to the terms of this Agreement, your exercise of any Council privileges is unauthorized. Please contact us if you have any questions.
I. Registration, Renewal, and Cancellation
A. Member Registration
Membership in the Council at either the Student or Supporting Levels requires registration with the Council and, for Supporting Members, successful payment of annual dues. Membership information, including membership level and billing information, may be reviewed and updated at https://www.dpeforeignaffairs.org/membership/myaccount. Application information is reviewed periodically to verify membership eligibility.
B. Membership Term and Renewals
Supporting Memberships last for a period of one year from August 1 of each year to July 31 of the following year. The Council will notify you of your upcoming renewal on July 1 of each year.
Supporting Memberships renew upon successful receipt of the member's annual charitable contribution by July 31 for the following membership year, or upon successful receipt of the member's monthly charitable contribution by July 31. Student Memberships renew on July 31 of each year as long as the member remains in a degree-granting program.
C. Conversion from Student to Regular Membership
Student Memberships last for a period of one year from August 1 of each year to July 31 of the following year. These memberships are renewable throughout the duration of the Member’s course of study in a degree-granting program. The Council will contact students to verify their graduation dates. Student members may renew their membership until July 31 of their graduation year, at which point the Council will ask student members to become Supporting Members as alumni. If you do not wish to become a Supporting Member, you may cancel your membership according to the procedure below.
D. Canceling Your Membership
A membership may be canceled at any time on the Council website or by contacting the Council's membership director at firstname.lastname@example.org. The Council may refund dues if the cancellation occurs within 30 days of payment.
The Council reserves the right to suspend or cancel individual annual memberships for failure to pay annual dues within a reasonable period of time. In addition, the Council may cancel individual student memberships if the student in question ceases to be a member in good standing of a Fraternity or Sorority Chapter.
II. Member Privileges
As a member, you are entitled to a number of privileges not offered to the general public. These privileges include, but are not limited to:
A. Private Event Access: Both Student and Regular Members may attend Council events that are closed to the public. These events may include happy hours, off-the-record meetings with foreign affairs experts, as well as the Annual Meeting and Symposium.
B. Website Access and Private Communications: Student and Regular Members have access to private sections of this website, including but not limited to member forums, the member directory, job listings, and a speaker bank. In addition, you may periodically receive members-only communications from the Council, such as notices for private events or announcements from other members.
C. Section Memberships: During registration, you were given the option of signing up for one or more Sections or Committees within the Council. There is no limit to the number of these groups you may join, and you may change your section memberships at any time through your online profile or by contacting the Council's membership director.
D. Voting: The Council holds votes on bylaws, resolutions, constitutional amendments, and election of members of the board of directors (the “Board of Governors”) at its Annual Meeting and at other Special Meetings. Regular Members enjoy full voting privileges at these meetings. Student Members may only vote in elections for Student Delegates to the Board of Governors. In addition, individual Sections and Committees may elect officers and hold votes according to their own internal procedures.
E. Offices: The Council and its Sections, Committees, and other groups are run by its Members on a volunteer basis. Regular Members are eligible to serve in any officer position within the Council. Student Members may serve as Student Delegates to the Board of Governors.
F. Other Privileges: The Council may create other privileges, including but not limited to reciprocal memberships in other organizations, corporate discounts, or complimentary subscriptions to relevant publications, in the future. The Council will notify members of new privileges as they are finalized.
III. Member Obligations
Members must abide by the following three obligations to keep their memberships current:
A. Supporting Member Contributions: As described above, Supporting Members must make annual or monthly contributions to the Council. As of August 29, 2018, member contributions are $50.00 per year or $5.00 per month.
New Supporting Members who choose to make an annual contribution and register between January 1 and June 30 of each year receive a 50 percent discount on their annual contributions for the remainder of the membership year. New Supporting Members who register between July 1 and July 31 of each year receive a 75 percent discount on their annual contributions for the remainder of the membership year.
B. Maintaining Good Standing: Membership is limited to individuals of good moral standing as defined in the Council's Constitution. A member falls out of good moral standing if he or she is convicted of a felony, dishonorably discharged or dismissed from a branch of the armed services, ceases to be a licensed member of his or her profession for reasons of misconduct, or is suspended from his or her profession for a period of six months or more for reasons of misconduct. Members no longer in good moral standing will have their memberships terminated.
C. Website Terms of Service: Members must abide by the Acceptable Use Policy when using this website. The Council may suspend or cancel memberships for violation of the Policy’s terms. Please see the “Website Terms of Service” below for those terms.
IV. Miscellaneous Provisions
A. Representation of the Council: As a nonprofit, the Council is a nonpartisan organization and may not under any circumstances endorse a particular candidate for any federal, state, or local office. On other substantive issues, Members may not represent the Council before a legislative body, court, or governmental agency without specific authorization from the Board of Governors.
Members should take care to avoid confusion over the Council's policies and positions on substantive issues. If you are identified as having an official connection with the Council or one of its Sections or Committees, take care to identify any policy statements as your personal views. If the Board of Governors has adopted an official policy on a given subject, you should fairly state that policy to the best of your knowledge, noting any variance with your personal opinion if necessary.
B. Petitions and Special Meetings: Members may request Special Meetings of the Council by petition to the Board of Governors, and may submit draft constitutional amendments, bylaws, and resolutions for approval by the Board of Governors. Please consult the Council's Secretary for specific requirements and to submit draft documents.
C. Amendments and Additional Terms: The Council may amend this Membership Agreement to reflect changes in its Bylaws or other developments. The Council will notify members of any changes to the Agreement within a reasonable period after the change is finalized.
Website Terms of Service
These Terms of Service (“Terms”) govern your use of dpeforeignaffairs.org and any other products or services (“Services”) provided by DELTA PHI EPSILON FOREIGN AFFAIRS COUNCIL (“DELTA PHI EPSILON”), as well as any photos, text, or other content (“Content”) provided through the Services. By registering for, using, or accessing the Services, you agree to be bound by these Terms. If you don’t agree to these Terms, your use of the Services is unauthorized.

- Registration, Security, and Privacy
You are also responsible for maintaining the secrecy of your password and for choosing a strong password. Please notify DELTA PHI EPSILON immediately of any actual or suspected loss, theft, or unauthorized use of your account or account password. DELTA PHI EPSILON shall not be liable for any loss or damage arising from your failure to keep your password secure.
Our Services are not intended for and may not be used by individuals under the age of 13. By using the Services, you are representing to us that you 13 or older.
- Content Accessible on the Services
All Content accessible through the Services is the sole responsibility of the person who provides it, and DELTA PHI EPSILON is not responsible for Content provided by any user or third party. We do not represent or warrant the truthfulness, reliability, or accuracy of any Content, or that the Content does not infringe the rights of third parties. DELTA PHI EPSILON shall not be responsible for any loss or damage arising out of your access to, use of, or reliance on the Content.
DELTA PHI EPSILON reserves the right to remove Content for any reason, including that it violates our Acceptable Use Policy. The Services may allow users to flag or report graphic, abusive, or otherwise objectionable Content, and DELTA PHI EPSILON may disable or filter access to flagged or reported Content. However, DELTA PHI EPSILON has no obligation to monitor, filter, or disable access to any Content, and shall not be responsible if you encounter objectionable Content by using the Services.
- License to Your Content
You retain your rights to any Content you provide through the Services. When you provide Content through the Services, you grant to DELTA PHI EPSILON a non-exclusive, worldwide, royalty-free, perpetual, license (including the right to sublicense) to use, host, store, cache, reproduce, publish, display, perform, distribute, transmit, adapt, and modify the Content, in all media now known or later developed.
This license permits DELTA PHI EPSILON to operate, promote, and improve the Services, and to develop new Services. It also permits DELTA PHI EPSILON to provide, publish, or syndicate the Content to third parties, for example by providing for the embedding of Content on other services.
You represent and warrant that you have all necessary rights and authority to grant this license to DELTA PHI EPSILON, including the right to provide any third-party Content that you submit.
- Acceptable Use Policy
The following conduct is prohibited on the Services:
- Illegal activities, including the promotion or solicitation of illegal acts.
- Malicious activity or content, such as the transmission of viruses, malware, or any other malicious or destructive code, or Content or activity intended to harm or disrupt the hardware, networks, or infrastructure of DELTA PHI EPSILON or any third parties.
- Unauthorized Access, including: accessing or attempting to access any non-public interface, system, or functionality of the Services, or testing the Services for vulnerabilities.
- Abuse, including threats of violence or harassment of a user through repeated unwanted contact.
- Posting personal or confidential information, such as social security numbers, credit card numbers, street addresses, phone numbers, confidential ID numbers, or account passwords, without their permission.
- Account hijacking, including any access to or use of another user’s account without their permission.
- Child exploitation, including any content or activity that exploits or abuses children.
- Spam, including posting unsolicited promotional or commercial content in comments, sending invitations for the purpose of advertising to the recipients, or posting content or links for the purpose of manipulating search or other algorithms.
- Intellectual property infringement, including the infringing use of third party trademarks or the unauthorized and unlawful posting of copyrighted content. We respond to reports of copyright infringement as described in the Copyright section of these Terms.
- Fraud or impersonation, including any use of the Services to impersonate or deceive others (but excluding parody).
- Contests or promotions that violate any applicable law or regulation, or that suggest in any way that DELTA PHI EPSILON is involved in or responsible for the activity.
In addition, DELTA PHI EPSILON reserves the right, in its sole discretion, to remove or prohibit any Content and to suspend or terminate any user account, whether for violating these Terms or for any other reason.
- Ownership of the Services
DELTA PHI EPSILON and its licensors shall retain all right, title, and interest to the Services. If you provide any feedback, bug reports, feature requests, or other comments to DELTA PHI EPSILON, DELTA PHI EPSILON shall be free to use or incorporate these into the Services without any obligation to you. DELTA PHI EPSILON shall retain all right, title, and interest to DELTA PHI EPSILON's trademarks, branding, logos, and related assets used in connection with the Services, and neither these Terms nor your use of the Services gives you any rights to those assets.
- Copyright Policy
DELTA PHI EPSILON responds to reports of copyright infringement according to the notice-and-takedown procedure provided by the Digital Millennium Copyright Act ("DMCA"). Our designated agent for copyright infringement notifications and counter-notifications is:

Reporting Instances of Copyright Infringement
If you believe that any Content on the Services infringes your copyright, please send us a notice containing the following information: a) identification of the work or material being infringed; b) identification of the material that is claimed to be infringing, including its location, with sufficient detail so that DELTA PHI EPSILON is capable of finding it and verifying its existence; c) your contact information, including name, address, telephone number, and email address; d) a statement that you have a good faith belief that the material is not authorized by the copyright owner, its agent, or the law; e) a statement made under penalty of perjury that the information provided in the notice is accurate and that you are authorized to make the complaint on behalf of the copyright owner; f) a physical or electronic signature of a person authorized to act on behalf of the owner of the copyright that has been allegedly infringed.
Infringement notices are not confidential. DELTA PHI EPSILON may provide the information contained in a notice to the user who posted the allegedly infringing Content, or to other parties.
Submitting a DMCA Counter-Notification
If you believe that Content you posted was wrongfully removed or disabled as a result of a copyright infringement notice, you may notify DELTA PHI EPSILON by providing the following information: a) the specific location of the material that DELTA PHI EPSILON has removed or disabled access to; b) your name, address, telephone number, and email address; c) a statement that you consent to the jurisdiction of Federal District Court for the judicial district in which your address is located (or the federal district courts located in New York County, New York if your address is outside of the United States), and that you will accept service of process from the person who provided the original notification of infringement (or an agent of that person); this statement: "I swear, under penalty of perjury, that I have a good faith belief that the material was removed or disabled as a result of a mistake or misidentification of the material to be removed or disabled"; and your signature.
Removal and Termination for Infringement
DELTA PHI EPSILON will terminate, under appropriate circumstances, the accounts of users who repeatedly use the Services to infringe copyrights. DELTA PHI EPSILON also reserves the right, in its sole discretion, to remove allegedly or apparently infringing Content without notice to you.
- Service Changes and Limitations
DELTA PHI EPSILON may change the Services at any time, without notice to you. DELTA PHI EPSILON may also stop providing one or more Services or features, introduce new limits on use of the Services, or change the terms upon which Services are available.
You may terminate this agreement at any time by closing your account through the Services or sending us a notice of cancellation at email@example.com and ceasing all use of the Services.
We may suspend or terminate your access to the Services at any time and for any reason, including for violations of these Terms or the Membership Agreement. We will make reasonable efforts to notify you if we suspend or terminate your account.
Upon termination of your account, DELTA PHI EPSILON shall make reasonable efforts to remove your Content from the Services, except where doing so would adversely affect the experience of other users, and to cease all use of your Content. However, you acknowledge and agree that: (a) removed Content may persist in caches or backups for a reasonable period of time and (b) copies of or references to your Content may not be entirely removed, for example because it has been copied or referenced by other users.
In the event of termination, the following sections of these Terms shall remain in effect: 2, 3, 4, 5, 8, 9, 10, 11, 12.
- Disclaimer of Warranties, Limitations of Remedies
Your access to and use of the Services or any Content is at your own risk. You understand and agree that the services are provided to you on an “as is” and “as available” basis. Without limiting the foregoing, to the full extent permitted by law, DELTA PHI EPSILON disclaims all warranties, express or implied, of merchantability, fitness for a particular purpose, or non-infringement.
DELTA PHI EPSILON makes no representations or warranties of any kind with respect to the Services, including any representation or warranty that the use of the Services will (a) be timely, uninterrupted or error-free or operate in combination with any other hardware, software, system, or data, (b) meet your requirements or expectations, (c) be free from errors or that defects will be corrected, or (d) be free of viruses or other harmful components. DELTA PHI EPSILON also makes no representations or warranties of any kind with respect to any Content. No advice or information, whether oral or written, obtained from DELTA PHI EPSILON or through the Services, will create any warranty not expressly made herein.
- Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, DELTA PHI EPSILON SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS OR REVENUES, WHETHER INCURRED DIRECTLY OR INDIRECTLY, OR ANY LOSS OF DATA, USE, GOOD-WILL, OR OTHER INTANGIBLE LOSSES, RESULTING FROM (i) YOUR ACCESS TO OR USE OF OR INABILITY TO ACCESS OR USE THE SERVICES; (ii) ANY CONDUCT OR CONTENT OF ANY THIRD PARTY ON THE SERVICES, INCLUDING WITHOUT LIMITATION, ANY DEFAMATORY, OFFENSIVE OR ILLEGAL CONDUCT OF OTHER USERS OR THIRD PARTIES; (iii) ANY CONTENT OBTAINED FROM THE SERVICES; OR (iv) UNAUTHORIZED ACCESS, USE OR ALTERATION OF YOUR TRANSMISSIONS OR CONTENT.
IN NO EVENT SHALL THE AGGREGATE LIABILITY OF DELTA PHI EPSILON OR ITS AFFILIATES EXCEED THE GREATER OF ONE HUNDRED U.S. DOLLARS (U.S. $100.00) OR THE AMOUNT YOU PAID DELTA PHI EPSILON, IF ANY, IN THE PAST SIX MONTHS FOR THE SERVICES GIVING RISE TO THE CLAIM.
You agree to indemnify and hold harmless DELTA PHI EPSILON, and its subsidiaries, affiliates, officers, agents, or other partners, and employees, from any claim or demand, including reasonable attorneys' fees, made by any third party due to or arising out of your use of and access to the Services, your violation of these Terms, your violation of any rights of another person or entity, or your violation of any applicable laws or regulations.
- Miscellaneous Terms
- Modifications to this Agreement
DELTA PHI EPSILON may occasionally revise these Terms. You can find the most recent version at https://www.www.dpeforeignaffairs.org/tos. If we determine, in our sole discretion, that a change to these Terms is material, we will notify you of the change through the Services or by emailing you at the address associated with your account. By using the Services after a new version of these Terms becomes effective, you thereby agree to be bound by the revised Terms.
- Choice of Law
These Terms and the relationship between you and DELTA PHI EPSILON shall be governed by the laws of the District of Columbia without regard to its conflict of law provisions and that any and all claims, causes of action, or disputes (regardless of theory) arising out of or relating to the Services, shall be brought exclusively in the courts located in the District of Columbia or the U.S. District Court for the District of Columbia. You consent and waive any objection to the jurisdiction of and venue in these courts.
- Authority to Enter Into Agreement
You represent and warrant that you have the legal authority to enter into this agreement and that the performance of obligations under this agreement will not violate any agreement between you and any other person, firm, or organization. If you are entering this agreement on behalf of another person or entity, you represent and warrant that you are authorized to do so.
- Waiver and Severability
Failure by DELTA PHI EPSILON to enforce any right or provision of these Terms will not be deemed a waiver of such right or provision. In the event that any provision of these Terms is held to be invalid or unenforceable, then that provision will be limited or eliminated to the minimum extent necessary, and the remaining provisions of these Terms will remain in full force and effect.
- Entire Agreement
- How DELTA PHI EPSILON Collects and Uses Information
When you register for our Services, we ask for information such as your username, password, full name, email address, phone number, birth date, and gender.
We display your username and full name in conjunction with Content you post to the Services. We use your birth date to verify that you are old enough to use the Services.
We use your email address to verify your account and to communicate with you. We use your email address and phone number to connect you with other DELTA PHI EPSILON users who have you in their contact list. We may use contact information for secondary authentication purposes to ensure that your account has not been compromised.
User Content and Site Actions
When you use DELTA PHI EPSILON, you can interact with other users by posting to member forums or sending direct messages to other users. In the future, we may provide other ways of posting content to DELTA PHI EPSILON.
While DELTA PHI EPSILON does not have a “reposting” feature and forum and messaging access is limited to registered members, please keep in mind that anything you share with your contacts may be quoted or manually reposted by that user through DELTA PHI EPSILON, or through third-party services (e.g. by taking a screenshot). You should not share anything that you would not want shared in these ways.
Communications with DELTA PHI EPSILON
You may occasionally receive email and other communications from us in connection with the Services. Some of these, such as administrative communications related to your account (e.g., for password or account recovery), you may not be able to opt out of, except by canceling your account. We may also send you other email messages, such as updates about DELTA PHI EPSILON and its services, which you can opt out of, either by changing your account settings or using an “opt out” or “unsubscribe” link in the emails themselves.
If you contact us to request support, suggest a feature, report abuse, or for any other reason, we may use this information to improve the Services, develop new services, and take other actions, such as investigating abuse or illegal activity.
We will never email you to ask for your password or other account information. If you receive such an email, please do not reply, but instead forward it to us immediately at firstname.lastname@example.org.
Third-party Account Information
We do not collect or store any information that directly specifies your location. For example, the DELTA PHI EPSILON app and website do not request your GPS or other geolocation data. The DELTA PHI EPSILON app also removes location data from image metadata before uploading any images you post to our servers. Some information that we collect or that is automatically provided when you use our Services, such as your IP address or phone number area code, may be used to determine your rough geographic location, but we do not use the information for geolocation purposes. We do not store IP addresses or other automatically provided information in conjunction with your personal information.
DELTA PHI EPSILON does not track its users' activity across third-party sites, and does not permit any third-party to collect personal information about our users' activities across websites. The DELTA PHI EPSILON website does not respond specifically to “Do Not Track” signals or similar browser-based preferences, because we never enable the tracking of our users.
- When DELTA PHI EPSILON May Share Information
With Your Consent
DELTA PHI EPSILON may share information that you provide as necessary to provide the Services. For example, when you posts Quests, we will share them with the recipients you select as described above.
You may choose to share information with third-party services, for example by clicking on externally-pointing links or linking your DELTA PHI EPSILON account with an account on a third-party service. DELTA PHI EPSILON is not responsible for how third-parties use the information that you share with them through the Services. You are responsible for reading and understanding the terms that apply to those services.
We may also comply with your reasonable request to provide your information to you or third-parties outside your use of the Services.
With Our Service Providers
DELTA PHI EPSILON may choose to engage third-party service providers to assist us in operating, enhancing, and improving the Services, and developing new products and services. These service providers are bound by confidentiality obligations and do not have the right to use any DELTA PHI EPSILON user information except as necessary to assist us in providing the Services.
In Aggregate or Anonymized Form
We may aggregate information about your use of the Services with information about other users in a way that does not identify individual users or their activity. We may share aggregate, anonymous information without restriction.
In the Event of Dissolution
For Legal Reasons and to Prevent Harm
- Modifying Your Personal Information
If you are a registered user, you can access most information associated with your account from the account settings option of the DELTA PHI EPSILON website.
- Deleting Your Account
You can permanently delete your account from the account settings option of the DELTA PHI EPSILON website. Your personal information will be removed immediately from the Services, but because your data may be temporarily preserved in caches, backups, and the like, your account Information may not be completely removed from our systems immediately. In addition, copies of or references to your Content may not be entirely removed, for example because it has been copied or referenced by other users.
- Our Policy Toward Children
Our Terms of Service prohibit the use of our Services by anyone under 13 and we do not knowingly collect information from children under 13. If you learn that your child has provided us with personal information without your consent, please contact us at email@example.com and we will remove the information from our systems.
